Does 1 Timothy 4:10 Merely Teach That God Is a Savior for All People?

It is regrettable that the NBG51 translation so strongly weakens the words of the apostle Paul here by translating “for” instead of “of.” Yet in the original text there is unmistakably a genitive. Hence the Statenvertaling is correct: “the living God who is a Savior of all men, especially of believers.”

If God is a Savior for all people, then it concerns an offer. If, on the other hand, He is a Savior of all people, then He actually saves all people. Regardless of when.
