Yes, it does. The Preacher does indeed make explicit statements about “the realm of the dead where you are going” (9:10). THERE there is “no work or deliberation or knowledge or wisdom.” This statement would mean nothing if, in the “realm of the dead,” there actually were deliberation and knowledge. Moreover, the realm of the dead is presented as “below” and associated with the grave into which one descends (Genesis 37:35). So it is indeed also “under the sun.” Only by divine inspiration could the Preacher record “words of truth” (12:10) about this.
